The expected behavior of the tool is to Fail the test in this scenario.  All of our directly created tests cases behave correctly.&lt;br /&gt;&lt;br /&gt;The only way to fix this is to make a dummy edit to the text of a validated step and save the Test Case.  Given that we have over 2,400 test cases to import, this is not desirable. The first time I run the tool through the command line, the work items are created and linked properly.  The second time I run the tool, the work items are created in TFS a second time even though they are already linked.  I have debugged through the source code and I see the tool is retrieving the link IDs from the XML file properly.&lt;br /&gt;&lt;br /&gt;Note that running through the UI wizard works properly.
